Oracle数据库的收费方式有两种：按CPU数收费，或者按用户数收费。两者都是在购买Licence的过程中付费。

按CPU收费的方式中，需要为购买的CPU的Licence数目是：CPU数*系数。系数因为不同的处理器而不同，在0.25-1之间。

按用户数收费的方式中，购买的用户Licence数目就是实际用户数，其不得小于版本要求的最低用户数。此外，还要达到最低的Licence标准，在5-25之间。

收费方式的选择：一个CPU的Licence价格是一个用户Licence价格的50倍左右。通常来说，如果用户数>CPU数*系数*50的时候，按照CPU数购买比较划算，否则按用户数购买。

关于价格的构成：一般地，购买Oracle的License都包含首年的服务费，以后的费用按每年原价的22%计算。

It may also be distributed for free with any applications. However, any use of the Oracle Database Express Edition is subject to the following limitations:

1. Express Edition is limited to a single instance on any server.

2. Express Edition may be installed on a multiple CPU server, but may only be executed on one processor in any server.

3. Express Edition may be used only to support up to 4GB of user data (not including Express Edition system data).

4. Express Edition may use up to 1 GB RAM of available memory.
